Summary: The practical leader of a therapeutic foster care team composed of the child in care, the birth family, the therapeutic foster parents, the program director/supervisor, the custodial agency case worker, and others in involved in the effort to promote the child's normal development and successful adjustment to family and community living. The Family Consultant's primary task is to focus the effort of all team members on common goals and strategies to assure continuity of approach across the key persons and setting impacting the child's development.                     


  • Develop special expertise in behavioral analysis and planning using the ABC framework as a fundamental conceptual model; thinks in ABC terms in assessing problems, planning responses and developing goals and strategies.
  • Provide training and consultation for the Teaching Parents, child/youth and their parents; all casework services to these individuals are centralized and coordinated through the FC.
  • Provide direct emotional support and technical assistance to the family(ies) involved in the child's care and treatment through home visits and phone contact; ensure the family(ies) receive support through emotionally challenging periods of extreme and troubling behavior and models appropriate responses and teaching strategies. 
  • Guide parents through a proactive process of assessment, goal-setting and ABC planning to address the child's current emotional/behavioral problems and to promote the child's normal development.
  • Function as an in-home trainer/model to help parents carry out the specific ABC treatment plans, using and enhancing the skills they development initially in the Parenting Skills Training.
  • Support and supervise the Teaching Parents in their role as primary change agency with children placed in their care.
  • Follow Intercept policies are carried out on a daily basis, including all requirements stipulated by licensure agencies and funding entities.

essential duties and responsibilities

  • Interview children and families.
  • Conduct and write Home Studies.
  • Service planning by developing individualized treatment and service plans.
  • Prepare and carry out social plans with children and families.
  • Provide preparatory counseling with children and families for placement and/or discharge.
  • Supervise children in resource, foster, and adoptive homes; and in independent living arrangements.
  • Prepare and maintain case records.
  • Participate in weekly staff meetings.
  • Coordinate services to minimize fragmentation of care, reduce barriers, and link children with appropriate services to ensure comprehensive, continuous access to needed medical, social, educational, and other services appropriate to the needs of the child.
  • Assess periodically to determine the child's needs for psychosocial, nutritional, medical, and educational services.
  • Coordinate referrals by assisting the child in arranging for appropriate services and ensuring the continuity of care.
  • Link the child to services and supports specified in the individualized treatment and service plan.
  • Directly assist the child to locate or obtain needed services and resources.
  • Coordinate services and service planning with other agencies and providers involved with the child by arranging, as needed, medical, remedial, and dental services.
  • Monitor and follow up by assessing ongoing progress in each case and ensuring services are delivered. 
  • Continually evaluate and review each child's plan of care.
  • Collaborate with the family assessment and planning teams and other involved parties on reviews and coordination of services to children and their families.
  • Educate and counsel by guiding the child and developing a supportive relationship that promotes the service plan.
  • Collaborate closely with the family assessment and planning teams and other involved parties in preparation of case plans.
  • Assist in referral, interview, and admission process for potential/new clients when possible.
  • Write and assist with implementation of initial, comprehensive and quarterly treatment plans.
  • Organize/lead initial and quarterly team meetings to develop new/review current treatment plans and goals and revise accordingly.
  • Teach and assist in the implementation of initial base-lining/ data keeping tasks with Teaching Parents; provide instruments (STEP Charts, Daily Praise Logs,
  • SEE Sheet, Easing Adjustment Checklist)
  • Participate as co-trainer in initial orientation, ongoing and pre-service training for Teaching Parents.
  • Supervise Teaching Parent work with child and birth family.
  • Visit Teaching Parent home bi-weekly; communicate with Teaching Parents by phone at least weekly to listen/advise as needed.
  • Provide 24-hour on-call crisis intervention services in the home or by phone as needed.
  • Arrange for respite care for Teaching Parents-planned and unplanned-as needed.
  • Connect child/family with needed services and coordinate the delivery of such services.
  • Provide naturalistic/informal counseling to child/family as needed.
  • Provide situation-specific counseling to child and Teaching Parents concerning extreme behaviors (e.g. hurtful to self; serious aggression/anger problems)
  • Arrange and coordinate needed ancillary services.
  • Assist Teaching Parent with school registration/enrollment/advocacy/special services planning through school meetings, regular contact with school teachers and administrators, and routine discussions with Teaching Parents.
  • Provide ongoing training and back-up to Teaching Parents for meeting program responsibilities.
  • Provide clear performance feedback to Teaching Parents as per program policies.
  • Document all case documentation and client/family/foster family information in database system on a weekly basis and maintain current data points.
  • Participate in on-call rotation as designated by supervisor.
  • Provide case work services to no more than 12 clients.
