Community Homes Program Manager


Education- Bachelors degree in social work, psychology or counseling required; Master's degree strongly preferred

Experience- Bachelors degree plus 5 or more years of full time experience with children,  2 of which in a children's residential facility; Masters degree plus 3 or more years of full time experience with children one of which in a children's residential facility.  Two or more years group home management/supervision, or similar experience.

Summary- Oversees all staff and direct care issues and services, ensuring effective leadership-based management of program with an emphasis on high quality care delivered in a cost effective manner by performing the duties outlined below.


The Program Manager assumes responsibility for the coordination of all services offered to each resident within his/her home; these services include, but are not limited to:

  • Helping the resident and parent and/or legal guardian understand the effects of separating a resident from the family, as well as what he/she can expect in terms of effect of group living
  • Assist in establishing and/or maintaining a relationship with his/her family and to effectively plan and prepare for the resident's future care
  • Identify and maintain contact with community resources
  • Assist residents in developing functional interpersonal skills needed for success in life
  • Conveying resident's needs to staff members in order to promote positive adjustment to group living

In addition the following specifics have been outlined to ensure the success of each resident and compliance with the above noted responsibilities:


  • Locate appropriate employment sites
  • Evaluate and utilize special job training programs
  • Establish good working relationship with employers
  • Facilitate the resolution of job related problems
  • Monitor residents' work schedules and performance
  • Assist residents in locating employment (job search)
  • Aid residents in filling out applications and having appropriate documentation for employment
  • Assist residents in obtaining appropriate transportation
  • Counsel residents on work responsibilities and expectations
  • Monitor paychecks
  • Encourage personal savings plan


  • Coordinate placement with the central school office, i.e., pupil placement office, special education, degree of restriction, GED
  • Meet with individual school personnel, i.e., principal, guidance, counselor, etc., and ensure appropriate courses are being taken school schedule
  • Meet regularly and/or receive educational progress reports from resident's teachers
  • Assist in intervention of school crisis situations and attend all parent/teacher conferences
  • Encourage staff participation in homework hour and assist residents with needs relating to homework
  • Increase residents' awareness of educational opportunities, i.e., tech center, local community, private, state colleges
  • Ensure that all relevant tests are taken, i.e., level of functioning, GED, etc.

Level Progress and Independent Living Training

  • Meet weekly with each resident to encourage level packet progress
  • Monitor level packet weakness and assist in addressing any special needs
  • Focus on instruction, guidance, and competency training of each level's independent living skills and strategies, using both group and individual instruction

Contacts/Appointments/Public Relations

  • Utilizes knowledge of CSA, social services, and treatment modalities in presentations to FAPT team and public relations opportunities
  • Attends all FAPT review meetings and reports on resident's therapeutic progress and discharge plans
  • Regular discussions of residents issues, progress with social workers and probation officers
  • Meet with social workers and probation officers for Quarterly Progress and discharge planning
  • Contacting and facilitating communication with parents (i.e., TOLAs)
  • Review medication needs of each resident, ordering or deleting medication as prescribed by the physician
  • Meet with residents to address any health related issue, setting any type of doctor, dentist appointments as needed


Program Supervision and Quality Assurance

  • Accepts full and direct supervisory responsibility over Staff Supervisor, Day Counselor and Living Skills Counselor as well as oversight responsibilities for all staff members.
  • Accepts full responsibilities for effective execution if behavior program within his/her home.
  • Monitors and ensures compliance with individual home operational budget
  • Reviews and approves discretionary budget expenditures

Staff Development/Morale

  • Responsible for establishing and maintaining a cohesive, energetic and effective team.
  • Coordinates/facilitates house staff meetings
  • Works in cooperation with Human Resource Manager to provide and/or arrange for in-service and other training for staff on relevant topics
  • Utilizes standard as well as creative techniques to develop and maintain staff morale


  • Establishes file on prospective resident and distributes pertinent information to Clinician.
  • Performs administrative functions related to resident admission process, including but not limited to meeting with placement representative and new resident at time of admission and obtaining required signatures.
  • Establishes resident chart, including preparation of forms and placement in chart order, and educates staff on same.

Licensure - Human Rights

  • Familiarizes self with federal, state, local, and regulatory requirements including Interdepartmental licensure standards and ensures Intercept House's compliance.
  • Maintains licensure review file and coordinates with Regional Program Manager on suggested action plan.
  • Reviews and follows up on all critical incident reports.

Clinical Records

  • Familiarizes self with Interdepartmental licensure standards as well as any govern-mental regulatory requirements applicable to clinical records and reports on Intercept House's compliance.
  • Reviews and follows up on resident chart review reports.
